The Bill (Reg. No.1052) introduces amendments to the Law "On Judicial System of Ukraine", which establish a computer-based system for appointment of court personnel. The said system will automatically appoint a judge (the members of the Judicial Chamber) for the settlement of a particular case.
However, Articles 13-1 of the Bill regarding a computer-based system for appointment of court personnel have rather declaratory character. They fail to elucidate the essence of a computer-based system and its operations; the method of appointment of court personnel for the settlement of a particular case; the criteria for computer-based selection of court personnel; the system administrators.
Therefore, the Committee recommends that the subject of legislative initiative finalizes the Bill, taking into consideration the introduced motions.
